So if I understand the argument correctly, Restaurants Canadamembers employ 1.1 million workers of which TFWs only comprise 2% - a tiny fraction and certainly not enough to impact Canadian unemployment - but if restaurants can't have them they'll be forced to "scale back their business and even close their doors".

Ergo, TFWs are protecting Canadians' jobs! Got it.

I think Restaurants Canada, formerly CRFA, would have benefited from Smithcom's market expertise a little sooner - perhaps sometime before Canadian workers were being denied work , or being laid off and replaced by a 926% increase in accommodation and food services TFWs since the Cons came to power.

In case you're wondering who the two guys in the Restaurants Canada flyer/petition up top are, they are an "African chef and a Hispanic businessman" featured on a St. Louis Missouri University website for a course in Dietetics.

The same photo is used at Restaurant Canada's US lobby counterpart, the National Restaurant Association aka "The Other NRA" -a $680 billion industry representing KFC, McDonald’s, Starbucks, Taco Bell, etc.


They have been sending petitions like the one above to members of Congress and threatening closures if they can't get more TFWs since at least the year 2000.



Both orgs have lobbied to cap the minimum wage for all workers.

The NRA was busted by the NYTimes last month for circulating a petition against raising the US minimum wage to $10.10 an hour that was fronted by an unwitting Nobel economist and distributed under his name. It was then signed by over 500 prominent economists and released to the media with nary a mention of the NRA.

In Canada, slide #20 of a powerpoint presentation by the VP of CRFA/Restaurants Canada boasted :


"Due to CRFA’s lobbying efforts, Ontario froze the minimum wage in 2011 - saving the industry $266 million."

The Libs have stacked the parliamentary deck in favour of the continued exploitation of temporary foreign workers.....



AFL president Gil McGowan said his group was also never invited to testify in front of the Standing Committee on Human Resources, Skills and Social Development and was "ignored" when it approached committee organizers asking for the chance.

"It's clear these committee hearings were not about scaling back or refocusing the program like the Liberals promised during the election campaign," he said. "Instead the hearings were about giving this self-interested group of employers exactly what they want, which is easier access to exploitable Temporary Foreign Workers."

But the chair of the committee, Liberal MP Bryan May, disputes McGowan's complaints and told The Tyee that though it was not asked to testify, the AFL could have submitted a written briefing and did not.

May also said the committee made efforts to have a balanced witness list.

McGowan accuses the Liberals of pulling a "bait and switch" with the program and said the committee seems set up to reach the "predetermined conclusion" of a recommendation to expand it.

He pointed to an op-ed that Prime Minister Justin Trudeau wrote in 2014 when he was the leader of the third-place Liberal Party.

In the article, Trudeau said the TFW Program needs to be "scaled back over time."

But Ottawa lifted restrictions on the program for seasonal industries earlier this year and scrapped a plan to cap the number of Temporary Foreign Workers an employer could hire at 10 per cent instead of the current 20 per cent.

McGowan said the majority of those who have testified at the Ottawa committee review have supported the expansion of the program.

He said there has been little heard from groups concerned about what the program does to the labour market especially in Alberta, which is going through unemployment challenges following the drop of oil prices.

The witness list for the committee shows a number of associations that want to expand the program, such as the Canadian Federation of Independent Business and the Hotel Association of Canada.

The union representing workers for Coastal Shipping Ltd. says its Canadian employees are being laid off during the winter season and replaced with workers from other countries to save money.

The Coastal Shipping fleet, part of the Labrador-based Woodward Group of Companies, which operates various aviation and transportation companies in the Happy Valley-Goose Bay area, has five tankers that work mainly along Canada's eastern seaboard and Nunavut transporting fuels.

According to the union, at least three of the vessels will now fly the flag of the Marshall Islands, a chain of islands in the Pacific Ocean between Hawaii and the Philippines, though the company says it may just be two.

This gives the shipping company the ability to use non-Canadian crews when operating outside of Canadian waters.

They have decided to change the flag to flag of conveniences, what we call FOCs, in order to get cheap labour on board their vessels," Caron said.

A worker for the company says the new workers being brought aboard are Filipino.

"Why can't they keep the Canadian crews? We're good at what we're doing. We know the ships, we know the business," Caron said.

"Now they are changing the flag to get a brand new whole crew that have no idea how to sail those vessels … they have no break, no vacation, they got nothing. It's slavery."

But a worker for the company, who spoke with the CBC on condition of anonymity, said Canadian workers have traditionally worked international contracts for the company under the Canadian flag.

He said up until a couple of weeks ago, everything seemed normal.

"It's a terrible time, a month before Christmas and they just say you're gone and that's it … heartless."

"Everyone I speak to, they say the same thing: they're devastated, they loved working there and they thought they were going to be working there the rest of their lives."

He said the company is replacing workers who have been with the company for 30 years for a cheaper option.

Glad to see that someone has stopped swallowing the elite's BS. The reason TFW program became so huge in Canada was not because there was so many jobs to be filled, it was the capability of large corporations to whitewash the truth. They wanted to lower their cost on salary and benefits (this one they were looking to eliminate) . Since NAFTA, 1000's of jobs have gone and the ones which would have come our way (car companies said adios Canada, we are outta of here and not many will be coming to settle, just look at Toyota). Mexican's will work for a few buck an hour, and no benefits (except of a few paid vacation days), plus they work 6-days a week, got to love that, no need to hire staff to cover Saturday/Sunday shifts!!. Company's know it's wrong, but why continue to support the US or Canadian workforce who insist on earning a decent living when the Government gives them the go ahead? The generation following the GenX will have to get use to working for less wages, less benefits and no security. The government is in bed with the elite. There might be a chance if Trump kills NAFTA and we get rid of JT who will want to promote Mexico to the elite even more now. If Mexico would have been on par with Canada in terms of economy and life expectations it would have been more balanced, but we were f^#k from the get go.

Trudeau’s New Man in China Bad News for Canadian Workers


Prime Minister Justin Trudeau’s new choice for ambassador to China show he’s focused on promoting business, not human rights and the interests of Canadian workers, according to one China expert.

Trudeau shook up his cabinet Tuesday, shuffling Ontario MP John McCallum out of his role as immigration minister and into the ambassador’s job in Beijing.

Charles Burton, a China expert from Brock University, said the appointment signals the Liberal government is ready to let China conduct business with Canada on its own terms.

That includes labour issues, he added.

“I think the Chinese government is seeing this as a stepping stone to having Chinese infrastructure projects in Canada being carried out by imported labour from China,” Burton said.

As immigration minister, McCallum has eased restrictions on the controversial Temporary Foreign Worker program and has said he wants to see more Chinese nationals make use of the program.

That aligns with the aims of the Chinese government. In 2014, China’s consul general in Calgary, Wang Xinping, told the Globe and Mail that Canada should allow Chinese companies to bring their own workers for projects in Canada to boost their profits.

Ottawa has said it wants to enter into exploratory talks with Beijing on a free trade agreement. A similar agreement with Australia included allowing Chinese firms to import their workforce.

But Burton said there are positive aspects to McCallum’s appointment.

McCallum’s current position in the Canadian government will give him similar status to ambassadors from countries like the United Kingdom or United States, he said.

“Sending someone who is well-connected in Ottawa, who has a high rank in government and has a direct line to the Prime Minister’s Office, is obviously something that China will welcome.”

The coming Donald Trump presidency could make the appointment of a Beijing-friendly ambassador like McCallum handy in the event Trump implements trade restrictions on the two nations, Burton said.

Ambassadors don’t set policy, they just implement it, he stressed.

But Burton said McCallum is unlikely to stand up to China on human rights or other issues.

China has seen elevated criticism for human rights abuses and concerns over its aggressive moves in the South China Sea.

McCallum is known to have relationships with Canadian groups sympathetic to the concerns of the Chinese government, Burton said, adding that he couldn’t recall the former minister ever broaching the subject of human rights in the country.

He said McCallum has also been silent about increasing investment from the Chinese government in “critical” Canadian sectors, which polls show many Canadians do not support.

Employment minister MaryAnn Mihychuk was dumped from cabinet as part of the shakeup Tuesday.

Mihychuk had been vocal about her concerns the TFW program was resulting in Canadian workers being squeezed from their jobs and replaced by foreign workers, even telling The Tyee she was open to a review of the program in October.

She had been speaking to the Labourers’ International Union of North America about a possible review of the role of the TFW program in the construction industry.

Mark Olsen, the union’s western sub-regional office manager, fears that with Mihychuk gone his union will have to start from scratch convincing the new minister Patricia Hajdu to go ahead with a review.

“I hope we’re not, but I think we’re back to square one,”.

Olsen said he too is worried McCallum’s appointment to China could mean Chinese companies will have a friendly ear when they press to bring in their own workers.
