The recent decision of the Maharashtra government to appoint 1989-batch IPS officer Pradnya Sarvade as chief vigilance officer of Cidco has been welcomed by project affected persons (PAPs) who say the move "will benefit project affected and stamp out corruption" from the planning agency.

With complaints of corruption in sale or transfer of plots, issuing no objection certificates and delay in allotting plots to PAPs on a rise, Cidco managing director Sanjay Bhatia and his deputy V Radha had demanded a vigilance officer for solely the planning agency who could handle cases of corruption in Cidco.

Senior Cidco officials have been trying their level best to win over the trust of PAPs and have introduced several initiatives which could help the common man. Among the measures at place in Cidco office are installation of CCTVs in every department so that a close eye can be kept on the officials. Besides, entry of agents and real estate developers too has been restricted and no one is now allowed to spend time in corridors of Cidco without any reason; the move is aimed at breaking the nexus between corrupt officials and agents.

Cidco's MD Bhatia has launched a transparency plan wherein details of every activity of Cidco are uploaded. A special committee has been constituted wherein the project affected can submit their documents for plots to be allotted under the 12.5% scheme. After the scrutiny of the documents in case of allotment of plots measures over 750 sq metres the files go to managing director and allotment of plots up to 750 sq metres are cleared by the joint MD. PAPs are happy that ever since Bhatia and Radha took over, the files are being cleared at lightning speed if the documents are in place.

They have also welcomed the decision to appoint a chief vigilance officer at Cidco. "It will definitely help us. Some officials still believe in making us run from one table to another. Getting a plot is our right as we had surrendered our land for the development of city," said Eknath Patil, a project affected person.
