There has been a sharp increase in the number of transgressions by the Chinese army into Indian territory. The numbers have climbed from 273 in 2016 to 426 in 2017, the government informed Parliament on Monday.

Replying to a question in the Rajya Sabha, Subhash Bhamre, Minister of State for Defence, said the transgressions have occurred due to the differing perception of the two counties of the Line of Actual Control.

"In the year 2017, there were 426 transgressions as against 273 in 2016," he said.

The increase in the numbers came amid the 73-day stand-off between Indian and Chinese troops in Doklam since June 16, 2017, after Indian soldiers obstructed to the Chinese Army constructing a road in the disputed area. Doklam has been a bone of contention between Bhutan and China for long. The face-off had ended on August 28.

The minister said the government takes up incidents of transgressions with the Chinese side through an established mechanism.

The government also informed Parliament of a flag meeting that was held after a Chinese road construction team had entered nearly a kilometre into Indian Territory in Upper Siangin, Arunachal Pradesh. The Chinese admitted that the construction workers entered Indian territory. India and China share a nearly 4,000 km-long border.

Army Chief Bipin Rawat had said last month that the time has come for the country to shift focus from the western frontier to the northern one.

To a separate question, Bhamre said China's defence budget is larger than the defence budget of India.

"Our defence strategy and doctrines are constantly refined keeping in view the changing security paradigms in our immediate and extended neighbourhood and the world at large," he said.

On cyber warfare, he said the Army has evolved a dynamic mechanism for the "holistic cyber defence" of its networks.
